Trump claims Venezuela took away America's Oil by throwing out American Companies

While he makes this claim that Venezuela took American Oil, first off, it wasn't on American Soil, so how does it belong to America? He never mentions which Administration made a deal with Venezuela for the rights to extract the oil for the American Companies. He also doesn't mention which companies were thrown out of Venezuela.
