President Trump to sign executive order classifying fentanyl as a Weapon of Mass Destruction

Where does the President even get this kind of authority? How does a President unilaterally declare a drug or substance to be a weapon of mass destruction? This guy is basically a George W. Bush on steroids. Whether you like or don't like fentanyl is not even the point, when the President can just do this unilaterally and basically label you a terrorist for having such a drug, it kind of escalates the War on Drugs and also puts you in the War on Terror category. So, if you possess these so-called Weapons of Mass Destruction, you will be labeled a terrorist by Trump and his Administration. Is that where things are going in America?
